A recent economic analysis examined what happened in Canada after jurisdictions implemented restrictions on flavored nicotine vaping products (NVPs). The results raise important questions about the broader effects of flavor bans on adult nicotine use and the traditional cigarette market.

Using a stacked difference-in-differences (DID) model — a statistical method for evaluating policy impacts — researchers looked at how flavor restrictions affected sales of both vaping products and cigarettes across Canadian retail outlets.

1. Cigarette Sales Increased After Flavor Restrictions 
The study found that restricting flavored vape sales was associated with a 9.6% increase in cigarette sales in gas and convenience stores.  

2. Flavored Vaping Product Sales Were Nearly Eliminated 
In the same stores, sales of both flavored non-menthol and flavored menthol NVPs dropped sharply after the restrictions took effect.  

3. Some Shifts Toward Tobacco & Unflavored Vapes 
Where flavored products disappeared, sales of tobacco-flavored and unflavored vaping products increased — by more than 120% in some cases — suggesting some substitution within the vaping category itself.
